To respond to this dual challenge, we need to view the development of the Union's institutions and organisational methods in new terms. This will mean jettisoning a hierarchical, top-down approach, acknowledging a range of intersecting 'spheres of governance' forming a genuine network, especially in the increasingly important area of shared competences.
