This report shall contain an analysis of the annual reports referred to in paragraphs 1 and 2, an evaluation of the relevance of the standardisation activities receiving Union financing in the light of the requirements of Union legislation and policies as well as an assessment of potential new measures to simplify the financing of European standardisation and to reduce the administrative burden for the European standardisation organisations.

The Council acknowledges that a strong standardisation system has been developed in Europe, particularly through the ".new approach ". This has also been testified by the Commission's report on the efficiency and accountability of European standardisation under the new approach (1998).
