Pour ce qui est de l'article 76 et de la compétence sur la zone externe du plateau continental, il est possible que les propos du ministre aient été mal interprétés à ce moment-là parce que le Canada a comme politique depuis assez longtemps d'exercer sa compétence sur cette zone.
