Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptom ...[+++]s, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Definition: Considerable cultural variations occur in the presentation of this disorder, and two main types occur, with substantial overlap. In one type, the main feature is a complaint of increased fatigue after mental effort, often associated with some decrease in occupational performance or coping efficiency in daily tasks. The mental fatiguability is typically described as an unpleasant intrusion of distracting associations or recollections, difficulty in concentrating, and generally inefficient thinking. In the other type, the em ...[+++]phasis is on feelings of bodily or physical weakness and exhaustion after only minimal effort, accompanied by a feeling of muscular aches and pains and inability to relax. In both types a variety of other unpleasant physical feelings is common, such as dizziness, tension headaches, and feelings of general instability. Worry about decreasing mental and bodily well-being, irritability, anhedonia, and varying minor degrees of both depression and anxiety are all common. If you go back and look at the messages that public health officials disseminated at all those levels — federal, provincial, territorial and local — when it came to infection prevention behaviours there were no contradictions.

At the large population level, there's obviously epidemiologic data that's obtained from the surveys that have been referred to previously, some of them looking at health behaviours, and some of them looking at reports of drug use.

Health inequalities are due to differences between population groups in a wide range of factors which affect health, namely: living conditions; health related behaviours; education, occupation and income; health care, disease prevention and health promotion services as well as public policies influencing the quantity, quality and distribution of these factors.

In its 2006 Annual Report, the EMCDDA concludes that "It is now accepted that understanding gender differences in drug-related behaviours is a critical requirement for developing effective responses" and "ensuring equality of access to services and sensitivity to gender-specific issues within services are two of the key themes for developing high-quality care in this area".
