To maintain, in the existing market situation, a high level of safety, which constitutes a prime concern of air transport policy as a whole, it would be helpful to strengthen, in close co-operation with international organizations, rules with regard to harmonization and, in particular, full implementation of existing air safety rules in the technical and social environment of undertakings. The high costs of air transport undertakings is a problem which lies both within and beyond the direct control of airline management.
