La période transitoire était également destinée à faciliter le processus de privatisation et de restitution des terres agricoles aux agriculteurs, et la Commission, dans son rapport du 16 juillet 2008 sur l’analyse des mesures transitoires concernant l’acquisition de terres agricoles établies dans le traité d’adhésion de 2003 (ci-après «le rapport d’analyse à mi-parcours»), avait déjà souligné l’importance d’achever ce processus au terme de la période transitoire prévue (1).
