Je crois qu'une nouvelle fois, la démonstration est faite que la méthode de la Conférence intergouvernementale n'est pas la meilleure, parce que l'on attend longtemps avant de passer à la véritable négociation et que l'on reste trop longtemps ancré sur ses positions de départ, installé dans les starting blocks.
I believe this only goes to show once again, that the Intergovernmental Conference is not the best way to get results, because it is a long time before actual negotiations take place and there is too much waiting around on the starting line.
