En décembre 2006, un groupe d'experts de la task-force de l'Union européenne sur les maladies rares a publié un rapport intitulé «Contribution to policy shaping: For a European collaboration on health services and medical care in the field of rare diseases» (Contribuer à la définition des politiques: pour une collaboration européenne dans le domaine des services de santé et des soins médicaux concernant les maladies rares) à l'intention du groupe de haut niveau sur les services de santé et les soins médicaux.

En juin 2006, la task-force sur les maladies rares, financée par le programme de santé publique, a présenté au groupe de haut niveau sur les services de santé et les soins médicaux le rapport intitulé «Contribution to policy shaping: For a European collaboration on health services and medical care in the field of rare diseases» («Contribuer à la définition des politiques: pour une collaboration européenne dans le domaine des services de santé et des soins médicaux concernant les maladies rares »)[20], mettant à jour les informations relatives aux réseaux de référence en Europe.
