Par conséquent, et conformément à l'article 10 du traité instituant la Communauté européenne, les États membres sont tenus, à titre individuel et collectif, de prendre toutes les mesures générales ou particulières propres à assurer l'exécution des obligations résultant d'un acte des institutions de la Communauté, y compris l'engagement chiffré en matière de réduction des émissions souscrit par la Communauté en vertu du protocole, de faciliter l'exécution de cet engagement et de s'abstenir de toute mesure susceptible de mettre en péril l'exécution de cet engagement.
Consequently, and in accordance with Article 10 of the Treaty establishing the European Community, Member States individually and collectively have the obligation to take all appropriate measures, whether general or particular, to ensure fulfilment of the obligations resulting from action taken by the institutions of the Community, including the Community's quantified emission reduction commitment under the Protocol, to facilitate the achievement of this commitment and to abstain from any measure that could jeopardise the attainment of this commitment.
