L'objectif principal de cette proposition est d'instaurer un arrangement permanent visant à autoriser la pêche industrielle au hareng dans la mer Baltique pour tous les Etats membres sur une base non discriminatoire ; elle fixe également une limite pour les captures accessoires de hareng en mer du Nord.
The main purpose of the proposal is to establish a permanent arrangement aimed at allowing industrial fishing for herring in the Baltic Sea for all Member States on a non-discriminatory basis; it also sets a limit for the by-catch of herring in the North Sea.
