2. Les désignations visées au paragraphe 1 reposent sur un rapport et l'avis d'un organisme d'audit indépendant qui évalue le respect par les autorités des critères relatifs à l'environnement de contrôle interne, à la gestion des risques, aux activités de gestion et contrôle et au suivi visés à l'annexe XIII.
