Nous avons analysé de manière très intensive l'avant-projet de budget supplémentaire que le Conseil nous a adressé et nous sommes arrivés à la conclusion qu'il n'était pas acceptable. Je voudrais expliquer très clairement pourquoi : il s'agit de garantir la transparence et le contrôle nécessaires pour ce champ politique important.
