Une certification semblable à celle s'appliquant aux conducteurs de locomotive devrait être mise sur pied par l'Agence afin de garantir un haut niveau de qualifications et de compétences, de reconnaître l'importance de ces groupes professionnels pour la sécurité des services ferroviaires, mais également de favoriser la mobilité des travailleurs.
