For the European Economic and Social Committee (EESC), creating the European Research Area (ERA) is a priority objective for facilitating growth and economic, social and cultural development in the EU, as well as scientific excellence and cohesion between the Member States, regions and societies.

The Commission therefore invites the Council, the Member States meeting within the Council, the Committee of the Regions, the European Social and Economic Committee and the European Parliament, to support the development of a holistic approach to local authorities as actors in development, at global, European and national level, using tools such as outlined above.

Finally, the Conference will record the conclusions of the meeting of the bodies representing the social forces which has just taken place in Malta under the auspices of the European Social Committee.

EU countries must send the Commission a report every three years on the application of the directive, based on which the Commission reports to the European Parliament, the Council and the European Economic and Social Committee.
