The Order of Reference from the House of Commons dated Wednesday, March 21, 2001, was read as follows: ORDERED: - That a special committee of the House be appointed to consider and make recommendations on the modernization and improvement of the procedures of the House of Commons; That the Members of the committee shall be the Deputy Speaker and the House Leaders of each of the officially recognized parties, provided that substitutions may be made from time to time, if required, in the manner provided for in Standing Order 114(2); That, notwithstanding any Standing Order, the Chair of the committee shall be the Dep ...[+++]uty Speaker and the Vice- Chairs shall be the Leader of the Government in the House of Commons and the House Leader of the Official Opposition; That the committee shall have all of the powers granted to Standing Committees in Standing Order 108; That the committee shall not adopt any report without the unanimous agreement of all the Members of the committee; That the committee may recommend to the House texts of new or amended Standing Orders; That the committee may make recommendations for changes to relevant statutes and, if it does so, such recommendations shall be deemed to have been made pursuant to an Order adopted pursuant to Standing Order 68(4); and That the committee shall present its final report no later than Friday, June 1, 2001.

(i) a special committee be appointed, with the mandate to conduct hearings on the critical matter of missing and murdered Indigenous women and girls in Canada, and to propose solutions to address the root causes of violence against Indigenous women across the country, and that, with respect to the committee, (i) it consist of twelve members which shall include seven members from the government party, four members from the Official Opposition and one member from the Liberal Party, (ii) the Chair and the Vice-Chairs shall be the same Ch ...[+++]air and Vice-Chairs elected by the previous Session’s Special Committee on Violence Against Indigenous Women, (iii) the routine motions respecting committee business adopted on March 26 and April 18, 2013, by the previous Session’s Special Committee on Violence Against Indigenous Women shall be deemed adopted, provided that it may, by motion, vary or rescind their provisions at a later date, (iv) it have all of the powers of a Standing Committee as provided in the Standing Orders, as well as the power to travel, accompanied by the necessary staff, inside and outside of Canada, subject to the usual authorization from the House, (v) the members serving on the said committee be appointed by the Whip of each party depositing with the Clerk of the House a list of his or her party’s members of the committee within ten sitting days of the adoption of this Order, (vi) the quorum be seven members for any proceedings, provided that at least a member of the opposition and of the government party be present, (vii) membership substitutions be permitted to be made from time to time, if required, in the manner provided for in Standing Order 114(2), and (viii) it report its recommendations to the House no later than February 14, 2014;

59. Stresses that, as regards the negotiation and conclusion of international agreements, the Commission will be under a legal obligation to inform Parliament of the progress of negotiations in the same way as the special committee designated by the Council as referred to in Article 218 of the TFEU; calls for this information to be provided to the same extent, and at the same time, as it is supplied to the relevant Council committee under that article;

59.
