La directive porte sur un groupe de produits qui sont responsables d'une part importante des émissions totales de COV en Europe. Ces COV contribuent à leur tour à la formation d'ozone troposphérique, dénommé également smog photochimique ou brouillard photochimique oxydant.
The Directive targets a group of products which contribute significantly to the total emissions of VOCs in Europe, which, in turn, contribute to the formation of ground level ozone, also known as photochemical smog.
