En convertissant Phare, d'un programme défini en fonction de la demande (demand driven), en un programme conçu en fonction de l'adhésion (accession driven), la Commission tente de répondre aux deux défis principaux qui se posent aux pays d'Europe centrale et orientale dans la préparation de leur adhésion à l'Union européenne (UE): son action se concentrera donc sur le renforcement des institutions démocratiques et des administrations publiques de ces pays, et sur le soutien aux investissements renforçant leurs entreprises et leurs infrastructures.
By turning Phare from a demand driven to an accession driven programme, the Commission wants to address the two main challenges facing the countries of Central and Eastern Europe in preparing themselves for membership of the European Union (EU): therefore it will concentrate on strengthening their democratic institutions and public administrations, and supporting investments improving their enterprises and infrastructures.
