(Return tabled) Question No. 154 Mrs. Carol Hughes: With regard to surplus lighthouses being made available under the Heritage Lighthouse Protection Act: (a) concerning the land surrounding the light stations, (i) will the Treasury Board Decision #828161 allow “sponsors” to proceed with plans to use the land to make the sites economically self-supporting, (ii) will up-to-date surveys be conducted of all properties prior to transfer; (b) concerning the contaminated or toxic sites that are reported to be present on all light stations, (i) will “sponsors” be shown where they are, told what they are composed of, and given written assurance by the Ministry of the Environment that all dangerous materials have been removed; and (c) concerning th ...[+++]e cost of bringing the buildings “up to standard” as outlined by building inspectors (Maintenance Cost Studies), (i) will monies be made available to cover this cost, (ii) what kind of financial and advisory support will be provided to assist the “sponsors” in employing the approved methods of care and development of the sites to meet heritage specifications, (iii) will the government be establishing a fund under the auspices of Heritage Canada, whereby “sponsors” of lighthouses can apply for “renovation funds” if local fund-raising efforts need topping up?

Replaces the current separate sets of strategic guidelines for cohesion policy, rural development policy and fisheries and maritime policy and provide a single source of guidance for all five future Funds, (ERDF, ESF, Cohesion Fund, EAFRD and EMFF), strengthening the integration of EU policies and ensuring greater impact for citizens and businesses on the ground.

The petitioners call upon the government to put the funding and management in place to keep this course in the public domain for future use and for future public sector workers.

Article 14 ('Financial Guarantee') now requires that funds should be readily available at any given time for the rehabilitation of the land affected by the waste facility (the common position text stated 'rehabilitation of the site'); Article 14 also requires the size of the guarantee to be periodically (common position: appropriately) adjusted in accordance with any rehabilitation work needed to be carried out on the land affected by the waste facility; Article 10 ('Excavation voids') now requires Member States to endure that operators, when placing extractive waste back into excavation voids for rehabilitation and construction purpos ...[+++]es, to ensure the monitoring of the extractive waste and the excavation void (common position only referred to the extractive waste and not to the excavation void); Article 11 ('Construction and management of waste facilities') requires the competent authority to satisfy itself that the operator ensures that the waste facility is suitably located taking into particular account a number of factors which now include 'Community or national obligations relating to protected areas'.
