I look at the reduction of unemployment to 10.7% compared to 12.2% in 1997, which is true for mainland Nova Scotia, and in fact it's considerably lower, but if we look at the Cape Breton portion of the province the unemployment rate is 20% and has remained constant in that range, within 2% or 3%, over the last year.
