One of the consequences of the fact that Community legislation uses, as a basis for calculating the stockpiling obligation, consumption (rather than imports as the IEA does) and a 25% ceiling for the deduction for domestic production is that Member States with a substantial scale of domestic production are required to make a bigger contribution to stockpiling efforts under the banner of Community solidarity than is the case under the IEA obligations.
