(23) Pour la mise en œuvre de Copernicus, la Commission devrait, le cas échéant, faire appel aux organisations intergouvernementales européennes avec lesquelles elle a déjà établi des partenariats, en particulier l'ESA pour la coordination technique de la composante spatiale de Copernicus, la définition de son architecture, l'élaboration et l'acquisition de moyens spatiaux, l'accès aux données et la conduite de missions dédiées.
(23) In the implementation of Copernicus, the Commission should rely, where appropriate, on European intergovernmental organisations with whom it has already established partnerships, in particular ESA for the technical coordination of the Copernicus space component, the definition of its architecture, the development and procurement of space assets, data access and the operation of dedicated missions.
