In June 1996, in the belief that the underlying causes were too complex for the phenomenon to be abolished quickly, the International Organisation of Employers, operating under ILO auspices, launched an initial action programme based on two principles: (a) the need to protect the health and future of children at work, and (b) the need to improve the type of work and reduce working hours, while contributing to the cost of such children's education.
