Notes the positive conclusion of the negotiations on the EU-Central America Association Agreement which, as a first example of a region-to-region agreement, should contribute, with appropriate accompanying policies, to enhancing not only wealth but also the further integration of Central American countries; takes note of the decision by Panama to begin the process of accession to the Central American Economic Integration Subsystem;

Notes that the Portuguese Presidency followed the German initiatives under the guidelines and instructed all EU diplomatic missions in priority countries to regard the country-specific strategies adopted by COHOM on 15 June 2007 as standing instructions to be incorporated in the work of the Heads of Mission in the area of children in armed conflicts; welcomes the fact that the Presidency-in-office has also forwarded to local Presidencies the reports received by relevant NGOs regarding specific countries; welcomes the Slovenian Presidency's initiative in commissioning a study on the impact of EU measures on children affected by armed co ...[+++]nflict; stresses in this connection the limited impact the guidelines have on children and armed conflicts, owing in particular to the fact that the majority of the Commission delegations and Member State embassies were not informed that their host country was considered a priority country for the application of these guidelines;

20. Takes note of recent studies by Unctad and other institutions that show that the extensive trade liberalisation in LDCs has not been sufficiently translated into sustained and substantial poverty reduction and has contributed to a decline in the terms of trade of developing countries, in particular of African countries; warns against the consequences of totally eliminating customs revenue for LDCs and stresses the right of these countries to determine themselves the speed at which they open their markets in all sectors;

The Council takes note of the Commission's initiatives, calls on EU countries to cooperate more closely among themselves and with the Commission, and asks the Commission to pursue the initiatives launched and pay particular attention to Regulation (EEC) No 3911/92 and Directive 93/7/EEC when the candidate countries join the EU.
