Sur cette base, dans ses conclusions du 6 décembre 2002, le Conseil a indiqué que les appels d'offres lancés dans le cadre du programme GALILEO, notamment celui relatif à la concession, comprendrait cinq services : un « service ouvert » ; un « service commercial » ; un « service de sauvegarde de la vie » ; un « service public réglementé » (dit PRS) ; l'aide au service de recherche et de sauvetage du système COSPAS-SARSAT ou d'autres systèmes pertinents.
