17. souligne que, dans le contexte des travaux internationaux en faveur du développement au Rwanda, il convient d'accorder une priorité bien plus importante aux droits de l'homme, à l'état de droit ainsi qu'à une gouvernance transparente et responsable; demande à l'Union européenne, en collaboration avec d'autres donateurs internationaux, d'exercer une pression continue afin d'encourager la réforme en faveur des droits de l'homme au Rwanda;
17. Stresses that in the context of international development work in Rwanda, much greater priority should be given to human rights, the rule of law, and transparent and responsive governance; calls on the EU, in collaboration with other international donors, to exert continued pressure to encourage human rights reform in Rwanda;
