Il aurait fallu réduire le déficit à 35 milliards l'année dernière, à 25 milliards cette année, à 15 milliards l'an prochain et à 5 milliards dans deux ans, afin de dégager un surplus de 5 milliards en 1999 pour commencer enfin à diminuer la dette et dégager, avant la fin du siècle, une marge de manoeuvre budgétaire qui est grandement manquante actuellement.
The deficit should have been reduced to $35 billion last year, $25 billion this year, $15 billion next year and $5 billion two years hence so that there would be a surplus in 1999 of $5 billion that could be applied to the debt creating the financial manoeuvring room that is so lacking now.
