The options at the time were to adopt a flat fee, which Mr. Martin ultimately chose, or to set up ad valorem, whereby there are different tariffs depending on the distance travelled, or to use the American norm, in which they basically split the costs 50/50 between the travellers and the U.S. Treasury.
