Sur cet aspect, je voudrais insister une fois de plus sur un point que je ne cesse de mentionner depuis des années: il faut que nous rendions obligatoire l’installation, sur les bateaux, de dispositifs - déjà inventés - contrôlant la vidange et le nettoyage des réservoirs et du fond de cale, sous forme de boîtes noires qu’on ne peut pas modifier, ce qui sera la meilleure méthode pour empêcher les rejets délibérés.
