Some EU flag carriers have had to withdraw from many transatlantic routes, leaving an gap in direct flights. Under the current agreements, these can only be filled by American carriers, since the agreements restrict the designation of airlines from elsewhere in Europe to fly these routes.

The technique is now tried and tested: always put off for another time the burden of proof; take decisions that are void of content or which will not be implemented for a long time and finally present the whole business as a magnificent success.

Various changes are introduced to the existing regulations which would help to open up the market: - it would be possible to make an outward journey without passengers, for instance to collect a group in another country; - the group could be picked up at more than one point in the country of departure; - it will easier to provide local excursions in the country of destination; - the definition of a group will be made more flexible.

Encouraging SMEs, including craft-industry enterprises, to adapt to structural changes and to changes brought about by the internal market, in particular through information, exchange of experiences and transnational co-operation activities B. Promoting a better financial environment for enterprises C. Promoting better observation of the economic development of enterprises as part of the dynamic of effective implementation of the internal market D. Evaluation and development of enterprise policy. In order to achieve these objectives and insofar as they cannot be better achieved by the Member States, the Commission, assisted by a Committee composed of representatives of the Member States, will implement such measures as need be taken at Community level, allowing for the findings of any evaluation reports.
