If the leadership at the local level here, or at whatever level, finds that the policies or those things that have a tendency to constrain are not fair, are not equitable, or whatever it is, then it's initially their responsibility to bring that to the attention of the people in their chain of command and ultimately to people at whatever level to say this simply isn't right.
