2. Emphasises the need for optimal coordination between an EU disaster response and other EU instruments - particularly Common Security and Defence Policy (CSDP) civil or military missions and instruments (i.e. Battlegroups) – which are already on the ground or which could be set up in the aftermath of a disaster; also underlines that EU response could rely as well on available multinational forces, such as the European Air Transport Command in Eindhoven which could for example play a role in coordinating Member States’ strategic transport capabilities;

In view of the transfer of the SAFA programme to the Community and of the increased importance being ascribed by the Commission to the results of ramp inspections conducted under the SAFA programme in taking its decisions on the inclusion of carriers in the Community list of banned air carriers established under Regulation (EC) No 2111/2005 of the European Parliament and of the Council of 14 December 2005 on the establishment of a Community list of air carriers subject to an operating ban within the Community and on info ...[+++]rming air transport passengers of the identity of the operating air carrier, and repealing Article 9 of Directive 2004/36/EC, it is deemed necessary to specify the core elements of the manual for conducting ramp inspections.

3. Considers that one of the factors which separates air transport from other modes is that it requires common world wide business practices and international regulatory framework;

Mr Sterckx also made it clear, however, that liberalisation concerns only a very small area of European air transport, which can largely be regarded as successful, but there are many other areas that currently continue to give us problems, whether these are old, unresolved problems or new ones.

Taking account of these and other elements which strongly support a Community approach to air service agreements on 5 June 2003 the Council agreed on a package of measures that gives responsibility for conducting key air transport negotiations to the Commission, including in particular a mandate to begin negotiations on a new transatlantic air agreement.
