By decision of 29 January 2008, the Commission decided to close the formal investigation procedure under Article 88(2) of the EC Treaty, initiated on 13 November 2007 in respect of the measure referred to above, recording that France had withdrawn its notification on 29 November 2007.

This Treaty shall be open for accession by all Members of the FAO and any States that are not Members of the FAO but are Members of the United Nations, or any of its specialised agencies or of the International Atomic Energy Agency from the date on which the Treaty is closed for signature.

There must be an end to treaties behind closed doors. The next treaty must be negotiated openly by elected representatives, and it must be discussed not only openly but also with the direct involvement of citizens and, in the end, be approved in referenda in those countries where referenda are allowed.
