The Commission will therefore propose that, where there is a sufficient potential demand, for example where there is an appropriate concentration of buildings or industry nearby, authorisation for new thermal power generation should be conditional on its being combined with systems allowing the heat to be used – “combined heat and power” (CHP)[36] – and that district heating systems are combined with electricity generation wherever possible.
