a certificate shall be obtained from an independent qualified valuer or duly authorised official body establishing that the price does not exceed the market value, either attesting that the real estate is in conformity with national regulations or specifying the points which are not in conformity that the final beneficiary plans to rectify as part of the project;
une attestation doit être obtenue auprès d'un expert immobilier indépendant ou d'un organisme officiel agréé, confirmant que le prix d'achat n'est pas supérieur à la valeur marchande. En outre, cette attestation soit certifie que les biens immobiliers sont conformes à la législation nationale, soit précise les aspects qui ne sont pas conformes et dont la rectification est prévue par le bénéficiaire final dans le cadre du projet;
