Emphasises that there is no response to the crisis and its consequences without an improvement in public welfare; asks the Member States to strengthen the social functions of the State and social protection systems, strengthen public investment in infrastructure, particularly in nurseries and homes for the elderly, develop a housing policy that guarantees the right of everyone to housing, protect and develop public health services and enhance public education;

As part of an integrated approach, Member States should, as a matter of priority in the area of housing: · promote desegregation; · facilitate local integrated housing approaches with special attention to public utility and social service infrastructures; · where applicable, improve the availability, affordability and quality of social housing and halting sites with access to affordable services as part of an integrated approach.
