Recommends that the EU support international efforts to develop the highest possible safety standards, to be applied rigorously and developed in parallel with scientific progress and reflecting the legitimate concerns of citizens; highlights, in this context, the EU’s role in the Neighbourhood Policy as an instrument for cooperation on nuclear safety; urges the Member States and the Commission to take joint responsibility for strengthening international nuclear safety standards and their proper implementation, in close cooperation with the IAEA, the Espoo Convention secretariat and other relevant international organisations; invit ...[+++]es the Commission to consider the IAEA post-Fukushima action plan and to submit an inclusive action plan with concrete arrangements for its implementation; urges the Commission and the Member States, in cooperation with the IAEA, to work constructively with countries that have failed to apply transparent nuclear safety stress tests, such as Belarus, Russia and Turkey, and to urge them to adhere to international safety standards and cooperate with international experts at all stages of the preparation, construction, operation and decommissioning of NPPs; believes, in that connection, that the EU must make full use of the expertise offered by international organisations and bodies;

H. whereas the IAEA report of 8 November 2011 cites that Iran continues: activities at its nuclear facilities which are contrary to the IAEA Board of Governors resolutions; enrichment related activities – contrary to the IAEA resolutions – including the building of a greatly increased number of centrifuge cascades at different locations and rising the enrichment rate to 20%, undeclared work on heavy water related projects – contrary to the UN Security Council and IAEA resolutions – work on uranium conversion and fuel production (contravening IAEA resolutions), to fail to apply the IAEA's Additional Protocol allowing the agency to assura ...[+++]nce the absent of undeclared nuclear material and to fail to reply to IAEA's request for new information on enrichment activities and other nuclear developments;

The annual conference of the IAEA is due to be held in Vienna in September 2006 together with a special event on assurances of nuclear supply and non-proliferation of nuclear weapons within the framework of which a number of IAEA Member States have submitted proposals to create a safe global nuclear fuel cycle under the aegis of the IAEA (including the United States with its Global Nuclear Energy Partnership, Russia, France, Germany, the Netherlands and the United Kingdom).

4. Urges Iran to grant the IAEA full access to all premises and to fully implement all transparency measures, as requested by the IAEA, so that the IAEA can clarify all the issues relating to Iran's nuclear program; expresses its concern at the evidence that Iran is in possession of a document on the production of uranium metal hemispheres, and requests that Iran keep this document under IAEA seal and provide a full copy of it to the IAEA;

3. Expresses serious concern that the IAEA is not yet in a position to clarify some important issues relating to Iran's nuclear programme; deplores the fact that Iran did not meet the IAEA's requests for closer cooperation; calls on Iran to extend full and prompt cooperation to the IAEA, which its Director General deems indispensable and overdue, and in particular to help the IAEA clarify possible activities which could have a military nuclear dimension;
