In accordance with the case law of the Court of Justice (Kraus judgment of 31 March 1993 in case C-19/92), the sole purpose of an authorisation procedure for the use of a post-graduate academic title obtained in another Member State should be to establish whether it was rightfully awarded by a competent higher education establishment after the effective completion of a course of study.

The competent authority of the host Member State shall recognize the right of nationals of Member States who fulfil the conditions for the taking up and pursuit of a regulated profession in the territory to use their lawful academic title and, where appropriate, the abbreviation thereof deriving from their Member State of origin or the Member State from which they come, in the language of that State.
