5. Welcomes the fact that EGF budget line includes payment appropriations even if those should be higher; is, however, disappointed with the annual ceiling allocated to this Fund in MFF agreement and reiterates its demand to increase the annual ceiling to 500 million Euros, given that part of this sum will be allocated to combating youth unemployment;

5. If the overall fishing capacity of the trawlers authorised to operate in the management zone in accordance with paragraph 2(c) exceeds the ceiling laid down in paragraph 2(a), because that ceiling has been lowered after the revision provided for in paragraph 2(d), the Commission shall allocate fishing capacity between Member States on the following basis:

"In addition to the regular technical adjustments, adjustments in line with the conditions of implementation, the mobilization of the instrument of flexibility, the financial framework may be revised in compliance with the own resources ceiling, on a proposal from the Commission, in case of modification of the ceilings, either not allocated to a specific policy or allocated to a policy when the modification exceed [three] years or in case of addition of a new heading".

9. Notes the additional allocation of eligible areas for designation as having the status of areas within the scope of Article 87(3)(c) of the Treaty according to the country ceilings determined by the Commission, which also takes into account variations in unemployment between the regions; as regards the total population ceiling, calls nonetheless on the Commission to adopt distribution criteria which take into consideration the relative disadvantages of certain Member States so as not to impose stiff penalties on the ones which still display significant and objective internal differences due in part to the existence of underdeveloped ...[+++]regions with the status of Article 87(3)(a) of the Treaty areas; calls, therefore, for adoption of the same distribution criteria and the same correctives laid down in the current guidelines and for authorisation of the requisite modest increase in the total 25-Member EU population ceiling which is eligible for regional aid;
