If this committee could take into consideration provisions similar to that, which would allow a judge in a federal hearing to take into consideration a course of conduct so unconscionable that it's a repudiation of the marriage, or a repudiation of the father's or the mother's right to have access, that would give the party who's left behind some ammunition to try to get back into the lives of his or her children.
