In May 1956, the Speaker ruled in order a bill containing a reference to an agreement not included in the text on the grounds that to declare a bill blank or imperfect required that the bill contain blanks when introduced and given first reading.
En mai 1956, le Président a jugé recevable un projet de loi faisant référence à une entente non incluse dans le libellé car, pour qu’un projet de loi soit déclaré en blanc ou dans une forme incomplète, il fallait qu’il comporte des blancs lors de sa présentation et de sa première lecture.
