David Collenette: Perhaps I could just explain that the proposal that comes from Canadian Pacific and one of the infrastructure companies is to make the existing tunnels—only one bore is being used for freight right now—into truck-only tunnels for a toll, approaching the tunnels along the railway right of way on a two-lane road.
