Considers that legislation - Community 'law' - must be adopted by the two branches of the legislative authority, the Council and Parliament, which are responsible for political choices; whereas implementing measures, the framework for which is established by the law, come under the executive power which, depending on the circumstances, may be the responsibility of the Commission, a specialist European Agency, the Member States or, in line with the constitutional system of the various states, their local or regional authorities;
