With regard to the constitution of the two funds, although the Commission approved the outline plan for restructuring, rationalizing and modernizing companies not covered by the contract system, it had to restrict its authorization to the amounts indicated above which correspond to total or partial closures now considered to be inevitable. It notes that the other closure measures will not be known until the Spanish Government has received the information concerning the strategic plans which it requested in the Ministerial Order of 7 November 1990.
