Rather than attempt to address the unacceptable, poor and often inhumane conditions of pre-trial confinement of which we have spoken before this committee and others, this bill tacitly condones and, therefore, from our perspective, stands to entrench such conditions and essentially results in the elimination of an onus on the provincial and territorial authorities to rectify those circumstances.
Plutôt qu'une tentative pour corriger des conditions inacceptables, lamentables et souvent inhumaines de détention avant l'instruction, nous en avons déjà parlé devant ce comité et d'autres, ce projet de loi admet tacitement et, à notre avis, cherche par là même à enchâsser de telles conditions et supprime au bout du compte l'obligation pour les autorités provinciales et territoriales de rectifier cette situation.
