I would add that this bill is no doubt intended to get a jump in a way on implementing the provisions of a draft treaty currently under negotiation, that is the draft protocol against the smuggling of migrants currently being negotiated by an ad hoc committee on the drafting of a convention against international organized crime, which accordingly is intended to set rules on the smuggling of migrants by land, air and sea and which is a protocol supplementing the United Nations convention against international and transnational organized crime.
J'ajoute que ce projet de loi veut sans doute mettre en oeuvre, à l'avance en quelque sorte, les dispositions d'un projet de traité en cours de négociations, c'est-à-dire le projet de protocole contre l'introduction clandestine de migrants, qui fait l'objet actuellement de négociations par un comité spécial sur l'élaboration d'une convention contre la criminalité internationale organisée, qui vise, par conséquent, à fixer des règles sur l'introduction clandestine de migrants par terre, air et mer, et qui est un protocole additionnel à la Convention des Nations Unies contre la criminalité internationale ou transnationale organisée.
