The second amendment, to change the definition of the term ``rough diamond,'' as defined in the act, and to provide ministerial powers to prescribe the classes of diamonds to be excluded from the definition of ``rough diamond,'' is required to comply with changes adopted in the Kimberley Process Plenary meeting, which limits the applicability of the Kimberley Process Certification Scheme to diamonds equal to or larger than one millimetre in one dimension.
