Waste producers are also monitored by means of spot checks (suspicious notifications, by sector, irregularities).

Exploitation of operational results will set up a new link between, experience on the ground and the measures adopted by the different Institutions to avoid fraud and irregularities.

Poor management, a lax approach to internal rules and violations which go unpunished sow the seeds of further irregularities, destroy a positive administrative culture and thereby help ensure that fraud and corruption cannot be detected until it is too late, if at all.
