Notes with concern the varying degrees of commitment demonstrated by Member States to implementing last year’s CSRs and the generally poor implementation record; reiterates the need for coordinated policy within the Union and stresses the importance of implementing the CSRs in order to ensure consistent and fair implementation of the economic governance framework across Member States; underlines that insufficient implementation of CSRs in some Member States is an obstacle to creating a growth- and investment-friendly environment; calls on the Commission to consider, taking note of Parliament’s resolution of 24 June 2015 entitled ‘The ...[+++]review of the economic governance framework: stocktaking and challenges’, the possibility of introducing a mechanism encouraging Member States to implement the CSRs, especially in areas with the most considerable spillover effects, and proposing ways of ensuring that the recommendations of the European Semester are implemented and followed more effectively and consistently; asks the Commission, in this respect, to publish a document providing a comprehensive assessment of the state of implementation of CSRs in every Member State, as well as explicitly identifying recommendations aimed at fulfilling updated Europe 2020 national targets; recommends that an analysis be conducted of the relevance of past CSRs for different Member States, in order to assess on an ex post basis whether they were valid in terms of their scope, timing, phasing, sequencing and social impact and of reducing economic divergences between regions of the Union and between Member States; notes the Commission’s intention to move three of the current so-called auxiliary indicators to the headline scoreboard;

4. Welcomes the Arab League's leadership in seeking an end to the horrific violence in Syria; regrets the suspension of the Arab League Observation Mission, and the failure of the Syrian regime to implement fully the agreed Peace Plan; welcomes the further initiative of the Arab League in producing a new Peace Plan and urges the Syrian regime to adopt and implement this plan without delay;

3. Strongly commends and supports the efforts of the Arab League to bring about an end to the repression in Syria and provide protection to civilians by deploying an observer mission on the ground; welcomes the significant decision of the Arab League to impose economic sanctions against the Syrian regime due to its repeated failure to deliver on its promises concerning the implementation of the Arab Plan of Action and calls on the Syrian authorities to implement this Plan without further delay putting an immediate end to the violence and launching a process of deep democratic reforms demanded by Syrian people;

10. Highlights the importance of implementing the reform of the judiciary as a matter of utmost priority, strengthening the fight against organised crime and corruption as also underlined in the action plan for implementing the judicial reform; welcomes the approval of the action plan for implementing the judicial reform by the Moldovan Government in October 2009 and encourages the Moldovan authorities to put these measures in practice immediately;

I. whereas the FLEGT action plan provided for the following priority actions: implementation of a voluntary licensing scheme through partnership agreements between the EU and timber-producing countries; review of the feasibility of further legislation to control imports of illegally harvested timber by mid-2004; support for the goals of the action plan with existing legislative instruments, such as money-laundering legislation; implementation of environmental procurement policy, and provision of support to timber-producing countries and private initiatives;
