If the Expropriation Act were to supersede what is in the current draft of Bill C-49, why would you have subclauses such as 28(3) dealing with a notice period; subclause 28(4) dealing with expropriated interests becoming free of encumbrance; and subclause 28(6) dealing with how disputes over compensation shall be determined according the system for the resolution of such disputes established by a First Nation in accordance with the framework agreement?
