Pour l'exercice de 1986, la Commission a introduit une nouvelle méthode pour déterminer les régions de "priorité simple", d'après laquelle la concentration est effectuée suivant une liste comprenant : d'une part, les régions communautaires ayant les taux de chômage les plus élevés et le produit intérieur par habitant le plus bas, et, d'autre part, les zones en restructuration industrielle et sectorielle identifiées comme les zones hors-quota FEDER et CECA.
For the 1986 financial year, the Commission has introduced a new method to determine the "absolute priority" regions, according to which concentration is achieved in accordance with a list containing on the one hand Community regions where the highest rates of unemployment are recorded and where the domestic product per inhabitant is lowest and on the other areas undergoing industrial and sectoral restructuring which are identified as non-quota ERDF and ECSC zones.
